The paper is devoted to the characteristics of functioning budget system, as a component in conditions martial law, which one most important issues viability our state. purpose study peculiarities system through under well analysis key norms legislation that ensure organization and Ukraine today's realities. main difference between normatively defined simple set budgets, is, fact, mechanism system. That it covers process building this procedure for distributing income expenses within competence bodies So, possible distinguish three components these are basic principles system; allocation budgets; powers legislative executive authorities Each has its own implementation law. Local self-government all levels play major role during hostilities. In order make quick effective management decisions smooth territorial communities, Cabinet Ministers simplified formation execution local budgets taking into account specifics wartime, expanding changes on making transfer funds from state budget, distribution redistribution transfers budgets.
